It looks like everyone will be getting the gray tags until sometime next month - I got this announcement from today from Disney:
"Walt Disney Travel Company-Florida Luggage Tag Update

A few months ago, we told you about the newly designed luggage tags for Walt Disney Travel Company-Florida packages. These vibrant and colorful new tags have become extremely popular among Guests, resulting in a higher demand than originally anticipated.
Beginning this week, all Guests will receive the iconic gray luggage tag, featuring Mickey and Minnie, as we wait for more luggage tags in the additional colors to arrive. When the other colors return next month, they will onceagain match the Guests’ MagicBand selections."
